The Commerce and Economic Development Bureau comprises the Commerce, Industry and Tourism Branch (CITB), Communications and Technology Branch and the Office of the Government Chief Information Officer.

Intellectual Property Department
The Intellectual Property Department aims to provide high quality and responsive patent, trademark and design registration services to the public in Hong Kong, to maintain the protection of intellectual property rights to the highest international standards, so that Hong Kong remains a place where creativity and talent can flourish and to promote awareness of intellectual property rights of the individual, as well as a respect for the rights of others.
Invest Hong Kong
Invest Hong Kong's vision is to confirm and strengthen Hong Kong as the leading international business location in Asia. Its mission is to attract to and retain in Hong Kong economically and strategically important investment. It provides assistance to corporations looking for direct investment opportunities in Hong Kong and ensures that companies have all the support they need to establish operations in Hong Kong.
Trade and Industry Department
The Trade and Industry Department is responsible for conducting Hong Kong's international trade relations, implementing trade policies and agreements, as well as providing general support services for industries and small and medium enterprises.
The Hong Kong Observatory forecasts weather and issues warnings on weather-related hazards. It also monitor and makes assessments on radiation levels in Hong Kong and provides other meteorological and geophysical services to meet the needs of the public and the shipping, aviation, industrial and engineering sectors. The Observatory maintains a website on the Internet. Apart from a variety of forecasts, the website provides a wide spectrum of information such as satellite pictures, weather maps, weather of other cities, TV weather programmes, tropical cyclone warnings for shipping, rainfall distribution maps, tropical cyclone tracks, newsletters for the Friends of the Observatory, information on EL Nino and the greenhouse effect, and near real-time weather information over various places in Hong Kong.
Hongkong Post
Hongkong Post aims to provide reliable, efficient and universal postal services to meet the needs of Hong Kong and its international postal obligations. To enable the development of electronic commerce in Hong Kong, it established a public key infrastructure (PKI) and acted s the first public CA in Hong Kong in January 2000. Hongkong Post issues digital certificates, namely Hongkong Post e-Cert to individuals and businesses to authenticate the identity of the subscribers over the Internet. In October 2001, Hongkong Post launched the world's first public mobile CA for individuals and businesses to authenticate the identity of subscribers over virtually all types of mobile devise. ¡@
Communications and Technology Branch
Communications and Technology Branch's policy objectives are to position Hong Kong as a leading e-business community and a digital city in the globally connected world of the 21st century, to promote the development of the broadcasting and film industries and enhance Hong Kong's position as a broadcasting and film production centre, as well as to facilitate the development of the telecommunications industry and enhance Hong Kong's position as a telecommunications hub.

Innovation and Technology Commission
The Innovation and Technology Commission aims to spearhead Hong Kong's drive to become a world-class, knowledge-based economy. To this end, the Commission will promote and support applied research and development, and technology transfer and application, foster an innovation and technology culture in the community, and promote technological entrepreneurship, facilitate the provision of infrastructure and development of human resources to support innovation and technology, formulate, develop and implement the Government's policies, programmes and measures to promote innovation and technology, promote internationally accepted standards and conformity assessment services to underpin technological development and international trade, as well as to develop high caliber and motivated staff to contribute to Hong Kong's technological advancement.
Office of the Telecommunications Authority
Office of the Telecommunications Authority is responsible for regulating the telecommunications industry in Hong Kong. Its responsibilities include economic regulation, technical regulation, enforcing fair competition rules, setting technical standards, co-ordinating the development of the telecommunications infrastructure, investigating consumers and industry complaints, managing the radio spectrum, providing advice to the Government on telecommunications matters and representing Hong Kong in international telecommunications organisations.
Radio Television Hong Kong
Radio Television Hong Kong is the sole public broadcaster in Hong Kong.
Television and Entertainment Licensing Authority
Television and Entertainment Licensing Authority is responsible for monitoring broadcasting services and publications, providing an effective service for film censorship, entertainment centre and gaming activity licensing, and local newspaper registration, as well as facilitating the development of the film industry.
Office of the Government Chief Information Officer
The Office of the Government Chief Information Officer(OGCIO) was set up to provide leadership for the development of information and communications technology(ICT) within and outside the Government. The OGCIO provides a single focal point with responsibility for ICT policies, strategies, programmes and measures under the 2004 Digital 21 Strategy, in addition to providing information technology(IT) services and support within the Government.
Customs and Excise Department
Customs and Excise Department
The Customs and Excise Department contributes to the stability and prosperity of the community. It provides services including import/export clearance procedures in Hong Kong, filing of complaints relating to consumer protection, payment and refund of duties on liquors, tobacco, hydrocarbon oil and methyl alcohol, customs and excise related licenses and permits applications and lodgment of import/export declarations.
Education Bureau
The Education Bureau is responsible for the formulation of policies and the introduction of legislation to ensure that quality education is being provided for Hong Kong's young people, and that the manpower needs of different sectors of our community are well looked after through human resources planning and development. The Bureau also oversees the implementation of programmes that are designed to bring these objectives to fruition.
Electrical and Mechanical Services Department
The Electrical and Mechanical Services Department undertakes to deliver professional, reliable and cost effective electrical, mechanical, electronic engineering and building services for government departments and public institutions in Hong Kong, as well as providing a regulatory framework to ensure the safety of the public in a number of electrical, mechanical and gas engineering areas. It provides a range of consultancy and value-added engineering and maintenance services. Within the community, the Department issues guidelines and Codes of Practice and administers the safety ordinances on the safe use of gas, electricity, lifts and escalators, tramways and amusements rides among others.
Environmental Protection Department
The Environmental Protection Department is responsible for proposing policies, enforcing environmental legislation, monitoring environmental quality, providing collection, transfer, treatment and disposal facilities for many types of waste, advising on the environmental implications of town planning and new policies, handling pollution complaints and incidents, and raising awareness and support in the community for environmental initiatives. These responsibilities are spread across seven programme areas including Air Programme, Community Relations Programme, Environmental Assessment and Planning Programme, Noise Programme, Waste Programme, Waste Facilities Programme and Water Programme.
Food and Health Bureau
The Food and Health Bureau is responsible for policy matters relating to medical and health services, social security and the elderly, overall social welfare provision, women's issue, as well as food and environmental hygiene including food supply, food safety, environmental hygiene, agriculture, fisheries, animal welfare and management. ¡@
Agricultural, Fisheries and Conservation Department
The Agricultural, Fisheries and Conservation Department provides services to the public in connection with agriculture, fisheries and nature conservation. Programme areas include agriculture and fisheries services, nature conservation and country parks, government wholesale food markets and animal and plant regulation and technical services.
Department of Health
The Department of Health is the Government's health adviser and agency to execute health care policies and statutory functions. It safeguards the health of the community through promotive, preventive, curative and rehabilitative services.
Government Laboratory
The Government Laboratory provides a full range of analytical, investigatory and advisory services to enable Government revenue and consumers' interests. Similar services are provided for other statutory bodies and also for the private sector on a selective basis. There are two operational divisions including the Analytical and Advisory Services Division and the Forensic Science Division. The Analytical and Advisory Services Division has major scientific and statutory commitments in environmental pollution monitoring, commodities testing for health and safety evaluation, and protection of revenue and consumer interests. The Forensic Science Division provides a comprehensive forensic scientific service to the Criminal Justice System in Hong Kong.
