The
Hong Kong Certification Body Accreditation Scheme (HKCAS) is operated
under the auspices of the Hong Kong Accreditation Service (HKAS) which
also administers the operation of the well established Hong Kong Laboratory
Accreditation Scheme (HOKLAS) as well as the Hong Kong Inspection Body
Accreditation Scheme (HKIAS). HKCAS offers accreditation to certification
bodies for quality management system (QMS) certification, environmental
management system (EMS) certification and product certification.
Quality Management System and Environmental Management System Certification
The accreditation criteria include ISO/IEC Guide 62: 1996 (for QMS certification), ISO/IEC Guide 66: 1996 (for EMS certification), HKAS 002, and relevant HKAS and HKCAS supplementary criteria.

Product Certification
Accreditation for construction product certification and consumer product certification services is provided. The accreditation criteria include HKAS 002, ISO/IEC Guide 65: 1996, the relevant HKAS supplementary criteria, HKCAS Supplementary Criteria No. 2 (for construction product certification) and HKCAS Supplementary Criteria No. 3 (for consumer product certification).
Construction Products
For accreditation of construction product certification, the scope of accreditation service is given in HKCAS Supplementary Criteria No. 2. Certification bodies interested in seeking accreditation for construction product certification may contact Mr. C K Cheung for further details.
Consumer Products
Application for accreditation is open to any certification body which is operating a third-party product certification system of type 1b, 2, 3, 4 or 5 as described in ISO/IEC Guide 67: 2004 for specific types of consumer product in one of the following product groups :-
- Electrical and electronic products
- Food containers
- Furniture
- Telecommunications equipment
- Textiles, garments and footwear
- Toys and children's products
HKAS Executive may consider extending the scope of service to other product types when the need arises.
Applicant certification body should submit a duly completed application form HKCAS 005, HKCAS 013 application questionnaire and HKCAS 013 checklist together with the required application fee as listed in HKCAS 006 to HKAS Executive for processing.
