Boilers and Pressure Vessels

Ordinance(s)/Regulation(s) and Brief Description:

The Boilers and Pressure Vessels Ordinance (Cap 56) and its subsidiary regulations set out the provisions relating to the control, use and operation of boilers and pressure vessels. The Ordinance and its regulations apply to pressure equipment engaged in commercial operation. It does not apply to pressure equipment:

  • belonging to the Hong Kong Special Administrative Region Government; or
  • used solely for domestic purpose; or
  • as part of the fixed equipment used in a ship or a vehicle which is used for the carriage of passenger or goods.


Conformity Assessment Mechanism:

Pre-use requirements:

No boiler or pressure vessel may be used unless :

  • it is registered with the Boilers and Pressure Vessels Authority and it has been examined and issued with a Certificate of Fitness by a Government authorised Appointed Examiner; or
  • it has been exempted by the Boilers and Pressure Vessels Authority from the provisions of the Ordinance.

In use surveillance:

The Labour Department conducts spot checks for the boilers and pressure vessels.


Standards:

Domestic Standards Made International/National Standards Accepted

The following Codes of Practice are issued under the Boilers and Pressure Vessels Ordinance for the purpose of ensuring acceptable standards in the design, manufacture, installation, maintenance, examination, testing and operation of boilers and pressure vessels.

However, compliance with these Codes of Practice is not considered as meeting the full statutory requirements.

  • Code of Practice for the Appointed Examiners
  • Code of Practice for Pressure Equipment Owners
  • Code of Practice for Fossil-Fuel Boilers
  • Code of Practice for Thermal Oil Heaters
  • Code of Practice for Steam Receivers

The design, construction, inspection, testing and operation requirements of boilers and pressure vessels must meet one of the following recognised engineering standards and codes:

  • Chinese National Standard and Code (GB);
  • British Standards and Code (BS);
  • American Standard and Code (ASME, ANSI);
  • Japanese National/Industrial Standard and Code (JS, JIS);
  • German National Standard and Code (TRD, TRB, DIN); or
  • Other international or national standards or codes may be recognised by the Boilers and Pressure Vessels Authority as and when necessary. These may include the Australian Standard (AS1210), European Standards (EN), New Zealand Code etc.
