Ordinance(s)/Regulation(s) and Brief Description:

Pursuant to the Electrical Products (Safety) Regulation (Cap 406G) made under the Electricity Ordinance (Cap 406), all electrical products designed for household use and supplied in Hong Kong, China shall comply with the applicable safety requirements of the Regulation. Electrical products that conform to the relevant safety standards listed in the column "International/National Standards Accepted" or other equivalent standards are deemed to satisfy the applicable safety requirements of the Regulation subject to their compliance with the "general conditions" of "essential safety requirements for electrical products", "applicable safety requirements for particular types of electrical products" and "specific safety requirements for prescribed products", where applicable and stipulated in the Regulation.

Conformity Assessment Mechanism:

Pre-market certification:

All household electrical products shall be issued with certificates of safety compliance. For a prescribed product, the certificate of safety compliance shall be a certificate/test report issued by a recognised certification body or a declaration of conformity issued by a recognised manufacturer. For a non-prescribed product, the certificate of safety compliance shall be one of the aforesaid documents for a prescribed product or a declaration of conformity issued by a product manufacturer.

Post-market surveillance:

The Electrical and Mechanical Services Department enforces the Regulation through complaint handling, accident investigation, shop inspection and surveillance testing.
