Lifts and Escalators

Ordinance(s)/Regulation(s) and Brief Description:

The Lifts and Escalators (Safety) Ordinance (Cap. 327) regulates the design and construction of lifts and escalators and their relevant works such as installation, commissioning, maintenance, repair, alteration, examination and testing. Pursuant to the Ordinance, the Electrical and Mechanical Services Department has established ¡§Code of Practice on the Design and Construction of Lifts and Escalators¡¨ and ¡§Code of Practice for Lift Works and Escalator Works¡¨. All design and construction of lifts/escalators and lift/escalator works carried out should comply with the relevant codes of practice.


Conformity Assessment Mechanism:

Pre-market certification:

Registered lift/escalator contractors shall obtain approval-in-principle from the Electrical and Mechanical Services Department for installation of any new brand/model of lifts/escalators. All newly installed lifts/escalators must be examined and tested by registered lift/escalator engineers. Permits are issued to those lifts/escalators if Electrical and Mechanical Services Department is satisfied that they are in safe working order.

Post-market surveillance:

All lifts/escalators are subject to periodic maintenance, examination and testing carried out by registered lift/escalator contractors/engineers. The Electrical and Mechanical Services Department conducts audit inspections to lift/escalator installations from time to time to ensure that they are in compliance with the relevant safety requirements.
