The Toys and Children's Products Safety Ordinance (Cap 424) imposes a duty on manufacturers, importers and suppliers of toys and children's products to ensure that the goods they supply are safe. Under the Ordinance, all toys manufactured, imported or supplied for consumption in Hong Kong, China must comply with one of the three sets of safety standards for toys, while children's products must comply with the corresponding standards set out in the Schedule to the Ordinance. Toys with no relevant IVTSS, EN 71 and ASTM standards and children's products with no relevant standard requirements have to comply with the general safety requirements, which imposes a duty on the manufacturers, importers and suppliers to ensure that their products are reasonably safe.
