SCL – your partner in measurements

As Hong Kong's metrology institute, the Standards and Calibration Laboratory (SCL), under the auspices of Innovation and Technology Commission, is responsible for the maintenance of Hong Kong's reference standards of physical measurements traceable to the International System of Units and the provision of traceable calibration services.  These reference standards and calibration services are important as they help to build a solid foundation for technology development and international trade.

The measurement standards and calibration facilities available at SCL cover direct current, low frequency, radio frequency, time and frequency, acoustics, temperature, humidity, mass, dimension, volume, density, pressure, hardness, torque and force.  Accredited under the Hong Kong Laboratory Accreditation Scheme (HOKLAS) of the Hong Kong Accreditation Service (HKAS), SCL has a quality management system which conforms to the international standard ISO/IEC 17025: 2005.

In line with international developments and the evolving local needs, SCL has been developing new and improved standards and calibration services over the years.  With a customer-orientation, it regularly conducts briefings for and visits to its existing and potential customers, both to promote its services and understand the market requirements.

SCL is an active member on the international front, which is important for promoting the world-wide acceptance of Hong Kong's measurement standards and calibration services.  It represents Hong Kong, China in a number of international metrology organisations and conferences, and is a signatory to the International Committee for Weights and Measures Mutual Recognition Arrangement (CIPM MRA).  SCL is authorised to use the CIPM MRA logo in its calibration certificates for international recognition by over 180 national metrology institutes in 65 economies and two international organisations.  With HOKLAS accreditation, SCL's calibration certificates with the HKAS logo are also internationally recognised by over 67 laboratory accreditation bodies in 51 economies with which HKAS has concluded MRAs.
