About SCL
The Standards and Calibration Laboratory located in Wan Chai, Hong Kong, China
The Standards and Calibration Laboratory (SCL) of the Innovation and Technology Commission is the custodian of Hong Kong, China’s reference standards of physical measurements. The SCL provides comprehensive accredited calibration services to users of measurement standards and measuring instruments to ensure measurement accuracy and metrological traceability to the International System of Units (SI). In addition, the SCL also provides accredited Proficiency Testing Provider (PTP) services to laboratories in the testing and certification industry to demonstrate their technical competence.
To ensure its measurement standards are recognized worldwide, the SCL participates actively in international metrological activities. It is an Associate of the General Conference on Weights and Measures (CGPM) of the Metre Convention and is a signatory to the Mutual Recognition Arrangement (MRA) drawn up by the International Committee for Weights and Measures (CIPM). Through that MRA, accredited calibration certificates issued by the SCL are internationally recognized and accepted. The SCL has over 190 Calibration and Measurement Capabilities (CMCs) published in the BIPM Key Comparison Database (KCDB) as Appendix C of the CIPM MRA, which demonstrate the international recognition of technical competence. Moreover, the SCL is a member of the Asia Pacific Metrology Programme (APMP) which is the Regional Metrology Organisation (RMO) to promote and support a measurement infrastructure in the Asia Pacific region.
Over the past decades, the SCL has been developing and maintaining primary standards for physical measurements in the fields of:
- Electromagnetism
- Time and Frequency
- Temperature
- Photometry & Radiometry
- Length
- Mass
In response to the needs of the local testing and certification industry, the SCL continues to develop new calibration services and measurement standards. The development work in the SCL included the practical realization of the SI based units, implementing new services and improving measurement techniques. The professional staff of SCL attend international conferences related to metrology regularly and publish technical papers to share their experience with peers in overseas metrology institutes.
The SCL was awarded the Testing and Certification Manpower Development Corporate Award 2021-22. 
The SCL has 10 subject laboratories in following two different locations:
(a) Main laboratory on 35/F & 36/F of Immigration Tower in Wanchai
(b) Branch Laboratory on G/F of Public Works Central Laboratory Building in Kowloon Bay
The 10 subject laboratories are:
