The Digitally Signed Electronic Calibration Certificates issued by the SCL

On 11 May, 2026, the Standards and Calibration Laboratory (SCL) fully implemented electronic calibration certificates, replacing all paper-based Certificates of Calibration. Each electronic calibration certificate is digitally signed by an approved signatory.

A digital signature uniquely identifies the person signing an electronic document, similar to a handwritten signature. It is a certificate-based form of electronic signature supported by a Digital ID issued by Hongkong Post, a recognized Certification Authority under the Electronic Transactions Ordinance (Cap. 553). Digital signatures supported by a valid Hongkong Post e-Cert carry the same legal status as their paper-based counterparts ^[1].

When an SCL electronic calibration certificate is opened using a trusted PDF reader such as Adobe Acrobat Reader, a blue ribbon / bar (Signature Badge) will appear at the top of the cover sheet if the digital signature is valid. By selecting the Signature Panel, recipients can view signature details, including the signatory’s name and corresponding organisation.

Recipients are advised to check for the presence of the blue ribbon / bar to confirm the certificate’s integrity and authenticity. For enquiries regarding SCL electronic calibration certificates, please contact scl@itc.gov.hk.
